Note 2: The project is to be performed in a single phase, so any reference to separate phases should be construed as a single phase. The drawings and specifications had been prepared when DOL was considering performing this as two phases, however, the project will be constructed as one single phase that will have one Notice to Proceed and one Substantial Completion (see solicitation section F.5)
